قدمت الحكومة الجزائرية طلبا للانضمام إلى منظمة التجارة العالمية سنة 1996 و عقدت منذ ذلك الحين 15 جولة مفاوضات مع فرق العمل المكلفة بالملف الجزائري و هو ما يدل على الصعوبات التي تواجهها الدول الراغبة في الانضمام إلى هذه المنظمة التي تضم دولا قوية اقتصاديا و متطورة تكنولوجيا تطالب الدول الراغبة في الانضمام بتنازلات كبيرة.
و لهذا فمن الأهمية تحديد مدى قدرة أي بلد على تحقيق أهدافه من و راء الحصول على عضوية منظمة التجارة العالمية.
في هذا الإطار يهدف الباحثان إلى دراسة مدى إمكانية تحقيق الاقتصاد الجزائري لأهداف طلب الحكومة الانضمام إلى منظمة التجارة العالمية و إلى أي درجة يمكن أن تستفيد قطاعات الاقتصاد الجزائري من هذه العضوية و هذا من خلال عرض و تحليل أداء القطاعات الأساسية في الاقتصاد دراسة النظام التجاري العالمي و كذا آليات عمل منظمة التجارة العالمية.
توصل الباحثان إلى أن أداء الاقتصاد الجزائري ضعيف و آليات عمل النظام التجاري العالمي تضعف فرص الجزائر في تحقيق أهداف الانضمام إلى هذه المنظمة.
Abstract EN
In 1996, the Algerian government demanded to join the WTO and went through 15 negotiation rounds, which reveal the difficulties that face the countries willing to join the WTO, whose members are the world most powerful states that force developing countries to relinquish their rights.
Thus, it is of great importance to assess to which extent can an economy achieve its goals of joining the WTO.
We studied the possibility for the Algerian economy to achieve the goals of joining the WTO and to which degree can the Algerian economic sectors benefit from this membership.
In doing so, the authors studied the evolution of the main sectors as well as the world trading system.
We concluded that the actual situation of the Algerian economy and the mechanisms of the world trading system weaken the opportunities of the Algerian economy to achieve the goals of joining the WTO.
