The higher education system ranks first in relation to the rest of the community systems, due to the overriding importance of this system in its results, human resource as a principal actor in the development process.

And all societies rely heavily on the higher education system, because of the great need for this sector, especially among the Arab communities Algeria is one of them, as communities are working to redeploy.

And the higher education system contributes mainly to this process of redeployment, but the reality proves the opposite, when Arab universities Especially Algeria of Arab belonging and identity produce Western content and curricula, and this situation has created many problems for this system in the Arab world, the most important of which is the difficulty of adaptation between the nature of these methods and imported curricula resulting from different environments and between the specificity of Arab societies, thus limiting the effectiveness of the higher education system, therefore, the predominance of the theoretical side on the practical side has created a problem in the labor market which is not in line with the results of the university.
