The housing problem in Iraq in general, and the study area in particular, is one of the most prominent problems that the country suffers from, and despite the measures and initiatives adopted by the state to solve this problem of building housing complexes, distributing plots of land or providing housing loans, these measures did not provide radical solutions.

To that problem, and from this standpoint came the topic of research that aims to find radical solutions to the housing problem by relying on a comprehensive strategy for this The issue is capable of eliminating the housing crisis permanently, the study found that the numerical housing deficit in Tikrit reached (4062) housing units, in exchange for a qualitative deficit of (889) housing units and a total deficit of (4951) housing units, and the number of units required to be built for the period 2020-2030 (11047) housing units, while the size of the expected housing deficit in 2030 reached (4913) housing units, and the study made a number of proposals to solve this problem, including the formation of A higher council for housing in the governorate consists of a number of specializations that set housing plans and policies to address the housing deficit, support the housing fund and bank financing, support housing industries, especially in the private sector, complete the stalled housing projects in the city, especially the apartment complex in the Qadisiyah neighborhood, and distribute it to those with limited income and in comfortable installments.
