Abstract EN

The phenomenon of the hidden economy, which is embodied in all economic activities (legal and illegal), which are practiced and whose outputs are not recorded in the state accounts and are not subject to administrative and judicial systems, is a threat to the economies of the world in general and the economies of developing countries in particular because of the resulting shading in Statistics and information that do not reflect the reality of economic potential, and this research aims to analyze the impact of the total of those activities on the reality of fiscal policy and the performance of its tools in the Republic of Iraq.

- The informal economy constitutes a significant proportion of the gross domestic product in Iraq, which caused the loss of financial resources that could have been employed in the service of the aspirations and objectives of fiscal policy.

- Reducing the administrative complexities and working to develop legislations and regulations governing economic activities and the sobriety of the administrative organs charged with their application are the most prominent recommendations of the study in order to achieve the objectives set
