Getting into the study of international relations policy is an important part of the historical studies, because most governments practice international public relations as one of the tools of implementing their foreign policy, and building their image in the outside world and in the international environment.

The researcher who follows the development and influence of the foreign policy of any country on the regional and international relations, as the study of these relations and their influence and control of matters and the conclusions drawn from them, is an indicator of the strength or weakness of political ties to Competition and conflict over vital areas and the sharing of spheres of influence have become a characteristic of the relations of the great powers that dominated international affairs during the phases of contemporary history.

In this sense, after the second half of the twentieth century, the US-Soviet relations witnessed tangible development at all levels and levels.

The Soviet Union wanted to impose its socialist and communist theory on different countries both inside and outside the European continent.

On the other hand, the United States of America wanted to compete with the Soviet Union and limit its policy by seeking to impose its hegemony on many capitalist countries and even socialist countries.

Europe has a clear and evident change during the change in positions of power, balance of interests and differences between the traditional powers (Britain and France) and the aspiring and willing forces to fight for world domination (the Soviet Union and the United States), after the end of the Second World War in 1945, and then the nature of alliances and alignments And the international blocs led by the two countries, and the emergence of the so-called (Cold War), through which the United States of America was able to emerge as a superpower compete with the Soviet Union if not superior in many positions, and observer of international events grope Bo Clarity of the growing impetus by the US administration to achieve a kind of tendency to supremacy, economic and military, especially during the three decades preceding the collapse of the Soviet Union as a superpower on the scene of political events, the research was based on an introduction and three investigations and a conclusion as well as a group of sources.
