In 2000, Morocco launched a reform project for the education and training system targeting its components and aspects.
In this context, higher education, as a component of the education and training system, has undergone important reforms starting with the National Charter and the Law Governing Higher Education, passing through the emergency plan and ending with the strategic vision 2015-2030.The aim of these projects is to improve quality in higher education institutions, especially universities, and overcome the imbalances and obstacles that led to the low level of Moroccan universities, according to national and international reports.
In this respect, the reform adopted a set of mechanisms to improve the quality of higher education in terms of the pedagogical, institutional, administrative and organizational aspects.
The study follows descriptive and analytical approaches, aiming at pinpointing the concept of quality in higher education, its importance, dimensions and standards, according to various theories and global trends.
The study also highlights the extent to which various higher education reform projects in Morocco benefit from these concepts, in an attempt to develop the level of higher education in general, and university education in particular, along with their compatibility with international standards of quality, and with the reality of the Moroccan University.
Quality in higher education is concerned with several areas: strategic planning, governance, autonomy, decision-making mechanisms, human resources, infrastructure, finance, curriculum, students, openness to the surroundings, community service, and scientific research.
To what extent has reform addressed these areas? To what extent do the quality mechanisms adopted in the reform projects conform to international standards? And what are the shortcomings? Moreover, what are the suggestions to overcome the obstacles and global challenges identified by the higher education system that can improve its performance and quality of its outputs?
