Abstract EN

Administrative decentralization experiment in Iraq is considered is a necessity whose importance increases a long with its ability to fulfill the requirements of citizens on the local level.

The adoption of the concept of Administrative decentralization by the state doesn't mean to exclude the technique of Administrative decentralization as there are public interests that can't be Administrative by decentralization authorities.

However; the actual reality following 2003 in particular, has proven many failures in implementation and mal- Administration, which might be attributed to the obstacles that hinder the implementation of Administrative decentralization in Iraq.

A wide range of solutions have been developed that can achieve the desired objectives if an appropriate ground is available.

In this research, a number of conclusions and recommendations have been attained the most important of which is that administrative decentralization is among the most important experiments at all states levels, but there has been no evident vision of it besides no ground is ready for optimal application.

E-administration represents one of the modern administrative solutions that should Iraq appeal to in order to enhance its governmental solutions in all aspects to eliminate bureaucracy and administrative routine
