Abstract EN

Municipal local administration sector in Saudi Arabia is the link between central authority and local citizen.

As this sector has a very great importance due to its tasks and functions contributing to enhancing opportunities of citizens' participation in establishing and executing general policies and development plans, and also due to its strong relationship to local citizens' daily life problems and requirements which will have a positive effect on quality of local rule decisions , quickness of providing citizens' general needs and contribution to executing the state's decisions at times of crises and disasters specially health disasters such as (covid - 19) that spread all over the world at the beginning of 2020 Accordingly, our research highlights systems and regulations governing work of municipal local administration sector authorities, to clarify competences granted by the system to this sector, its systematic mechanisms, how to select its leaderships and employees, municipal elections regularities, violations committed within the process and how to deal with electoral complaints.
