The achievement of international criminal justice depends on the achievement of two fundamental tracks: the first is to prosecute and punish perpetrators of international crimes and to ensure that they do not enjoy impunity.

The second is to protect victims of international crimes and to ensure that they are compensated for the damage caused by such crimes.

The rules of international criminal law, having established international criminal tribunals and established rules and procedures for the prosecution of perpetrators of international crimes, have therefore tended to pay attention to victims of such crimes by highlighting their legal status.
