The end of the Cold War led to changes at the international level and the emergence of the features of a new world order, which in turn was reflected in the United Nations and the work of its organs, especially on the performance of the Security Council in the field of imposing charter sanctions on countries that threaten international peace and security.

Prominent before the end of the Cold War, it was represented in the emergence of new obligations to impose sanctions, on top of which is the obligation to violate human rights and the obligation to protect democracy and the phenomenon of terrorism and the proliferation of weapons of mass destruction, which prompted the Security Council to expand its intervention to impose international sanctions and consider them as new threats to international peace and security.
