Language is the crucible of ideas and is a tool to express it, that is, legislative concepts and views of the law are expressed through the language if they are meanings, words or buildings and sentences, Because the understanding of the legislation and the definition of purposes and the awareness of its meanings and purposes is only knowledge of the Arabic language and mastery, since the legislation is based on rules based on substantive principles and linguistic templates in a language framework.

Hence, the proficiency of legislators and legal specialists in the Arabic language is not only necessary, but it is imperative, and the judge cannot fulfill his responsibilities otherwise.

The importance of this research stems from the fact that the legal text is based in most of its fields on the most prominent sources of Islamic legislation, namely the Holy Quran and the Prophet's Hadith, both in Arabic and hence the impact of the proficiency of legislators and practitioners in the legal world of Arabic.
