The study aims to : Identify the effectiveness of a proposed psychological counseling program on bullying behavior for students of the Faculty of Physical Education, University of Marsa Matruh.

In this study, the two researchers followed both the descriptive method and the experimental method, due to their suitability for this study in terms of accuracy and efficiency in reaching reliable and accurate results.

In this study, the two researchers rely on the experimental design using one group through pre-measurement and post-measurement.

The population of this study consists of students of the first year of the Faculty of Physical Education, University of Marsa Matruh, who are registered in the academic year 2020 AD / 2021 AD and their number is (71) students.

The sample of implementing the counseling program included (50) students who obtained scores higher than the hypothetical mean on the psychological pollution scale in the main experiment, and they were randomly divided into two control and experimental groups of (25) students per group.

The researchers built and applied the bullying behavior scale to measure Bullying behavior of all kinds consisting of (100) paragraphs distributed on four axes: (the phenomenon of physical bullying - the phenomenon of verbal bullying behavior - the phenomenon of psychological bullying - the phenomenon of electronic bullying behavior) after it was presented to the experts, the number of its paragraphs became (69) paragraphs, and it was presented on Students of the Faculty of Physical Education at Marsa Matrouh University before Application of the program, and after the completion of the program, it was applied to students again to identify the effectiveness of the proposed psychological and educational counseling program, and a counseling program was built and implemented according to the behavioral cognitive theory of the experimental sample of students, as the program consists of (12) counseling sessions for one session ( 60) min.

With the completion of the program implementation and after conducting the post-tests, the researcher reached the following conclusions Recommendations : As a result of the results of the study, the researchers can recommend the following: The necessity of paying attention to university students, especially students who show symptoms of bullying behavior, through the provision of counseling services and counseling programs.

The need to focus on bullying behaviors in all forms of violence including deterrent punishment.

Applying the educational psychological counseling program to all students.

The necessity of strengthening the sources of human example surrounding the student, as it has been proven that following these models limits the increasing violent tendencies of individuals.

5- Be careful to continue providing psychological counseling to those who need it even after the counseling sessions have ended.

Holding seminars and lectures for teachers and parents about the phenomenon of bullying behavior and clarifying the negatives that harm the individual and those around him and thus society, especially in the adolescence stage because of this stage of privacy in human life.

Paying attention to raising awareness and permanent guidance for this important age group and clarifying the danger of this to the individual from legal aspects in the event that any case of bullying against others and the danger of the phenomenon to society and its progress is proven.
