Abstract EN

Arab countries are confronted to unprecedented economic and social challenges, which call for more accurate guidance for policymakers on the paths to sustainable economic recovery.

In the short term, decisive action is needed to ensure banking systems, companies, jobs and purchasing power, considering the effectiveness of the first incentive measures and the areas of influence of the open economic activities.

In the long term, three dimensions are worth considering.

First, the need to build resilience to future shocks, especially by strengthening institutional and planning capacities.

Second, the need for a comprehensive reform agenda, that prevails over influence groups’ interests, capable of launching the necessary reforms to adjust the market mechanism, fight corruption and incentivize investment towards productive and competitive sectors.

Third, the necessity of adopting a different approach to borrowing and moving towards alternative financing instruments.
