SummaryThe construction of dams is one of the most important aspects of common water investment in the world, and at the same time it is one of the most dangerous aspects of investment because it includes the possibility of monopolizing water and assaulting the rights of other countries participating in the international river, so the idea of establishing dams is what raises the fears of those countries.

Referring to the rules of international law that govern the construction of dams, we find that they are unclear, ineffective, and generally include all aspects of water exploitation.

The most dangerous types of dams are those whose purpose is to store the river's water and benefit from it internally, thus changing the natural flow of the countries' river, which is reflected badly on other countries.

This research will mainly aim to identify the rules that govern the establishment of storage dams and what is the legal basis on which countries rely in the establishment of this type of dams.

Suggesting mechanisms for consultation on these dams.

We will divide this research into two sections.

The first will be on the types of dams and the rules governing them.

The second topic will be on the legal basis for dams and their legal legitimacy.

We will end the research with a set of conclusions and recommendations that may be useful in order to organize the process of establishing storage dams and reduce their damage and settling their disputes.
