The freedom to publish newspapers is one of the most important criteria for determining the freedom of the press.

12-05, and its issuance included a set of procedures and conditions that must be met by the applicant, provided that he then deposits the file of an application for the establishment of a periodical publication with the authority to control the written press, by submitting a signed prior permit.

On the part of the director in charge of the publication, however, the legislator is in the process of starting the project, provided that the competent authority approves and the concerned obtains an approval that constitutes a restriction on the freedom of the press.
