The success of reconstruction efforts in post-conflict societies posed a challenge to the international and local community alike, especially in the post-Cold War era, which witnessed an upsurge in internal conflicts.

Therefore, focus began on a new approach known as "local response", whose basic premise is that The more local forces and actors are involved in reconstruction projects, the greater the chances of its success.

This hypothesis is what the study aims to put to the test, through an inductive methodology, and the main result is that to achieve effectiveness in reconstruction projects, it has become necessary to do this under consideration of social, political and economic factors.
