Besides, national economic penal laws may transcend territory to apply to foreigners residing abroad if they commit crimes that harm the security of the country's economy.

Therefore, we find that economic laws criminalize acts affecting economic activity according to decrees issued by the executive authority, under the legislative delegation or with an authority granted by law to this authority.

This way made the economic penal texts change and shift in their features from the general framework, unlike the general criminal law such as the expansion of legislation, and the legislative delegation in the field of criminal law, or what is known as the authority of legislation and regulation of the executive authority in Algerian law.
