Due to the degradation of International monetary system, the European States were obliged to establish their own system.

In fact, achieving this took about half a century, since it went through many and different steps in order to form a monetary Union which has no precedent in the world, relying for this purpose on a group of institutions and organs (monitoring and oversigth) with broad powers and guaranteed independence, similar to the European Central Bank which represents the highest monetary authority in the Union.

Among the reasons of this success was a set of regional instruments (Treaties), which covered different activities of this system, including in particular, Maastricht Treaty in 1992, where by the European Economic Community have been transferred to an Economic and Monetary Union.
