The analysis of the practical and theoretical side suggests the intervention of the President of the Republic in most if not all the functions of Parliament and through all the stages of the legislative process, Which led to the decline of the parliament's role and the emergence of the government and granting it an important and distinguished position as a genuine partner through several mechanisms granted by the constitutional founder.

Legal rules parallels parliamentary legislation and open up ample room for independent regulation.
