Many organizations interested in corruption and methods of combating it often issue periodic reports on the extent of corruption in countries, but go further to issue an arrangement of countries according to its prevalence and aggravation in those countries and the extent of corruption is a serious phenomenon in the country affects it, both internally and externally.

- Therefore, the State seeks to address and try to reduce it in various ways, including the formation of regulatory bodies that would take over control of public facilities and institutions and the activity carried out to curb corruption and spoilers, including Iraq, which established a number of agencies Regulation such as the Office of Financial Supervision - Integrity Commission - the offices of general inspectors - and finally the Supreme Council against Corruption - which was issued by the Diwani Order No.

70 of 2018.

In order for these bodies to operate, they must be based on constitutional and legal laws and texts.

However, it is noted that the Supreme Council for Combating Corruption was formed by a decision of the Council of Ministers.

It will achieve this in cooperation with the supervisory bodies in the neighborhood that there are those who believe that its composition is not based on the text of the law and that its role does not exceed only being a coordinating role with the supervisory bodies - and that these bodies do not need this role because the tasks, duties and powers are defined by the laws Regulation and Instructions - Whatever views are accepted in the formation of the Supreme Council against Corruption, it remains a step forward to combat financial and administrative corruption.
