Genetic resources are linked to biological diversity and have been exploited by local communities in a balanced manner with nature until Western companies extended their dominance over the countries of the South so the genes involved in their composition are subject to treatment according to the genetic engineering and new products have emerged, and then they are raised the problem of granting a patent for modifying the genetic program, especially since that product has the industrial applicability to obtain an economic benefit, but it constitutes a denial of the previous innovation found in the traditional knowledge which is protected by the 2007 Declaration on the Rights of Indigenous and Local Peoples, and the concept of biopiracy emerged, and to combat it the 2011 Nagoya Protocol on Access to Genetic Resources, Fair and Equitable Sharing of Benefits Arising from their Utilization, and for that purpose formed Partnerships with international organizations.
