By the Importance of the electronic certification of ratification in the field of electronic transactions which is on electronic identity card issued by trusted authority that establishes the link between the public key and owner of the electronic signature on the basis of which the validity of the data recorded the contractors to contract with its owner.

The Algerian legislation was forbidden according to law n 15/04 defining the general rules related to electronic signature and ratification so, it must be issued without obtaining a license from the economic authority, as it is the authority entitled to issue electronic ratification certification in Algeria, there for this act is behind a dangerous effects of the right of others.
