16-03, that includes the establishment of the National Observatory of the Public Utility, works with ministerial departments and supervises, And oversees the evaluation and implementation of national policies, its foundation would allow to comprehensive diagnosis of the status of public services and their evaluation across The country, whether at the local or central level, in order to address the problems raised, especially those related to the relationship of management with the citizen.

The observatory provides progress reports to the Prime Minister and annual reports to the President of the Republic about the level of public services.

Where he contributed by many suggestions and recommendations for the development of public utilities, and in view of his legal position, the observatory needs to review the provisions of the decree organizing it in order to enhance its formation and activities, and adapt it's tasks with developments in the general situation and requirements of the hour in order to upgrade the public facility and improve public service for citizens.
