The position of women in society is not measured by quantity, but is measured by the type that is represented by their multiple roles that develop with the development of society and its progress.

Especially, its role in decision-making, which affect directly or indirectly the transformation from one form to another and its continuity and permanence.

The participation of women in political life has been so necessary to achieve the objectives of the political system.

Especially, since all international conventions and treaties emphasize the right of women to participate with men in building the country and the political participation of women is not limited to obtaining their political rights, but is the embodiment of respect for their social rights in the legitimacy of the expression of their thoughts freely within the framework of the institutions and communities of society, and to participate in community policy decision-making and practice were the political participation of Iraqi women has been linked.

After that Women's political skills must be expanded by improving educational opportunities, leadership courses, program exchange, and removing institutional and legal barriers that limit the political participation of Iraqi women.

It is clear from this research that the role of women in political participation in Urbans of the Governorate of Diyala suffers from weak empowerment of women to participate in making, which requires decision makers first to remove discrimination against them as part of the intellectual and civilizational structure in order to change the social behavior of the members of society.
