Provisional or conservative measures represent one of the most important measures interrupted before the International Court of Justice, as stipulated in the Court's Statute in Article (41) thereof, in addition to Articles (74 to 78) of the Court's Rules.

The fact that states have resorted to the court to request temporary measures indicates their importance.

However, the Statute of the International Court of Justice, and the Regulations for the Court; They did not resolve the issue of their compulsion, despite the issuance of many of those measures, and the disagreement over the mandatoryness of temporary measures was deepened by the failure of international jurisprudence to agree on a unified and specific position regarding them.
