Abstract EN

The purpose of this research is to examine the impact of the Common Security and Defence Policy on the role of the European Union as a sponsor and supporter of the civilian force، including its standards calls for peace، support for democracy and the use of soft power in support of the advancement of States.

With the premise that the military format should not be combined with the civilian force، and if they met the European Union، it would have a negative impact on its form as a normative and civilian force.

In order to reach the results and answer the research question، the methodology of policy analysis has been followed to address the authoritarianism and objectives of the Common Defence Security Policy in parallel to the literature review approach to understanding civilian power indicators.

A case had to be examined from the implementation of the security and defence policy in order to determine its impact on the European Union civilian force، and the European military mission in Macedonia has been taken as a case in point.

The study refuted the research hypothesis and demonstrated that the Joint Security and Defence Policy does not adversely affect the role of the European Union as a civilian force، for several reasons: The structure of the security and common defence policy is based on the Charter of the United Nations، and the Petersburg tasks، which include humanitarian، rescue and peacekeeping missions.

The decision-making process of the Security and Defence Policy Committee also makes it difficult to make decisions at random or unnecessary، as they depend on the principle of unanimous voting، this would make the chances of agreement lower، and that defence policy would be used only for necessary matters of undisputed importance.

These reasons were validated by the study of the situation of Macedonia، and the important role of the European Union military mission in the consolidation of civilian normative concepts، and the Union has used its own defence policy as a catalyst for Macedonia to improve democracy، security and good governance.

This paid off when the situation in Macedonia was brought into line with the conditions for accession to the European Union.

It has officially become one of the candidates for membership in the Federation.
