The Iraqis practiced their first parliamentary work experience, after participating in the work of the Ottoman Envoys Council, during the period (1876-1914), when Iraq as a whole was under Ottoman control.

And after Iraq became a reality under the British occupation, the Iraqi Constituent Assembly was formed, according to the Iraqi royal will, at the instigation of the British administration, In order to accomplish the three tasks for which he was established, namely the enactment of the Iraqi Basic Law (the Constitution), the legislative enactment of the Parliamentary Elections Law, as well as the ratification of the Iraq-British Treaty of 1922.

It became clear to us - that the task of forming the Constituent Assembly and electing its wanted members was not an easy task, as it had faced many difficulties, embodied by the Iraqi opposition, both religious and popular, in addition to the multiplicity of Iraqi ministries that were also tasked with contributing to accomplishing these tasks.
