Countries differ in the manner in which powers are distributed between the federal government and the governments of the regions, and then the governments of the regions are granted powers and competencies whose manifestations are manifested in many aspects, including in the field of legal organization where the regions enjoy constitutional independence as they have the right to draw up a constitution of their own, provided that it does not contradict the constitution Federal, and in the field of legal organization of the issues that pertain to it and political organization, and in the field of organic institutional building and the formation of powers therein, and it also has functional independence in the exercise of its competencies that extend to all state legislative, executive and judicial functions, Have direct powers on the external level, also including diplomatic representation, and open representations in the countries, here was our desire to search for the validity of the regions in the international treaties and conventions held in the federal system in Iraq under the Constitution of 2005 in force.
