That the internal public loan is one of the sources of exceptional public revenue that the state resorts to when it becomes unable to cover its current and investment expenses in financing its various needs, which makes the state resort to internal public loan, as it is an effective means in the hands of the state to collect savings that the tax cannot obtain, making the public loan an important tool to distribute the financial burden between borrowers and taxpayers, and given the importance of the internal public loan, from financing public expenditures yet Iraq's resort to domestic borrowing is an important means of addressing the financial failure that toppled the Iraqi national economy in 2020 due to the Corona pandemic, the fall in oil prices and the suspension of all economic sectors, so the state resorted to domestic borrowing as a means of financing public spending, and issued laws regulating this important resource at this stage.
