The world is witnessing renewed technological developments in the face of the efforts of states to continuously improve public services and rationalize their spending.

This technology has a vital role to play in measuring and developing performance to reduce the increase in costs and the time of this service.

This, in turn, brings us to an urgent need to shift from institutions that provide paper services (traditional) to (technological) institutions.

In Kuwait, the government considered this to be very necessary in terms of the idea and application in all sectors of the country, namely, the higher education sector and the education sector.

Distance education has become one of the methods used in the field of education and in the field of education, which has led to the development of education programs.
