لقد تناولنا في هذا البحث أثر تغير الظروف في شقها القانوني على مشروعية القرارات الإدارية التنظيمية و قد راعينا في ذلك تحديد الظروف القانونية محل التغير في القرار بانها مجموعة القواعد القانونية التي صدر القرار استنادا إليها بحيث ترتبط به ارتباطا مباشرا كارتباط السبب بالنتيجة و كذلك مجموعة القواعد و المراكز القانونية التي ترتبط بالقرار ارتباطا غير مباشر إلا أنها ذات تأثير غير منكور في صدوره نظرا لارتباطها بمفترضات لأزمة لإصداره كتلك القواعد المنظمة للمراكز القانونية التي يرتبط بها القرار الإداري عند صدوره أو تلك المنظمة لطرق الطعن فيه و إجراءات ذلك من ناحية كما تشمل من ناحية اخرى تفسير و تطبيق القضاء للقواعد القانونية المذكورة .
English Abstract
In this research we have dealt with the impact of changing circumstances in its legal aspect on the legality of organizational administrative decisions, and we have taken into consideration in this the determination of the legal circumstances in which the decision is subject to change, as it is the set of legal rules upon which the decision was issued, so that it is directly related to it, such as the link of cause to the result, as well as the set of rules and legal centers that They are indirectly related to the decision, but have an undeniable effect in its issuance due to its connection Assumptions necessary for its issuance, such as those rules regulating the legal centers to which the administrative decision relates upon its issuance, or those organizing the methods of appeal and procedures for that on the one hand, and on the other hand it includes the interpretation and application of the judiciary to the aforementioned legal rules.
