In July 23th 1908 the political situation of the Ottoman empire after the coup led by The Ottoman Union and Progress Association (AlEttihad Wal Taraq'qi Association), which overthrew the Sultan AbdulHameed II (1876-1909) and the constitution which was disabled in 1878 A.

A great deal was written about Sulaiman Natheef, but these researches and books focused only on the cultural and journalistic activities of this character but the other activities were scarcely dealt mentioned.

Consequently, this research sheds light on Sulaiman Natheef's efforts in reinforcing the Ottoman reign in Basrah particularly after he took over administrating it although it was not immune from the interference of certain political parties inside and outside Basrah province.
