The emerging corona virus COVID-19) first appeared in December 2017, in a seafood market in Wuhan, China, and at first the disease appeared mysteriously until it spread and became a global pandemic, according to the reports of the World Health Organization, and the symptoms of (the emerging corona virus, COVID-19) are similar.

With previous diseases of the same lineage, but accompanied by a severe high temperature, dry cough and breathing problems that in some cases lead to acute pneumonia that leads to death, especially in the elderly or those suffering from chronic diseases such as cancer and heart disease, which makes their immunity weaker in Confronting the virus, and the seriousness of this virus is evident in that it spreads between people usually through coughing and sneezing or touching an infected person or touching an infected surface and then the mouth, nose or eyes.

If this virus is used as a means of attacking human life, it has become one of the most lethal weapons in human beings.

Therefore, we find that most of the criminal legislation, including the Iraqi Penal Code, strives to protect a person with health, that is, his right to life, including his right to enjoy a life far from disease and the characteristic of epidemic disease.
