Abstract EN

This study aimed to identify the leadership characteristics of the manager and its impact on the quality of the institution in the Ministry of Education representation in Erbil/from the point of view of middle management.

To prove the goals of this study, the researcher prepared a specific questionnaire and it was hand out to the all employees in the middle management (unit managers and people officials) within the organizational structure in the Ministry of Education representation in Erbil, for that the study sample consisted from (40) unit managers and division officials.

And for answer to the study's questions and to the hypotheses, the researcher extracted the arithmetical average, the standard deviations, and also the multiple regression equation.

Therefore, the study reached to the following result.

The presence of statistically significant effect at the level of significance and show (0.05≥a) of personality, capabilities, and flexibility on the quality of the institution, and the presence of a non-significant effect at the level of significance (0.05≥a ) of education on the quality of the institution.

The study made several recommendations, most notably: Work to train managers through internal and external courses focused on acquiring knowledge, skills, capabilities and education in leading the administrative position and the institution as a whole.
