During the period between 1500 and 1789, Europe witnessed fundamental transformations that touched various fields, and the stage witnessed the emergence of new concepts related to the developments in the European scene.

Perhaps the system of power balance is one of the most important concepts that were invented after the 1648 Conference, and diplomats and historians used this term to denote what has witnessed intra-European relations of the transformation had the greatest impact on the future of the continent.

This study attempts to address the circumstances of the emergence of this concept and the essence of its philosophy and the mechanisms adopted.
