This topic aims to highlight the authorities entrusted to the governor in the context of combating the Covid-19 pandemic in the field of health administrative control, in accordance with the legal and legislative frameworks that he must not exceed in order to preserve on the one hand the principle of legality and on the other hand the duty to respect freedoms, as he is the one who has been entrusted by the legislator.

A number of tasks in normal circumstances and in exceptional cases that enter society in a state of panic and fear, the importance of the latter appears through its administrative and regulatory powers that are employed in maintaining security, tranquility and public order in this circumstance and ensuring the interests of individuals.
