The international and non-international armed conflict is one of the biggest obstacles to international peace and security, especially when it violates the rules of international humanitarian law.

Especially when it is not exhausted, such as publishing and teaching it in educational circles, and that is in order to limit violations of international humanitarian law in the event of conflict, whether international or noninternational.

Despite all the efforts made by states and international governmental and non-governmental organizations, they were unable to stop violations of international humanitarian law, which calls for re-joining efforts to limit violations of international humanitarian law, and to ensure its development and enforcement at the level of all states and groups of societies.
