If the use of force is forbidden for member states, then based on the United Nations Charter, especially in Chapter Seven, the Security Council can, in the event of a threat to the peace, breach it, or the occurrence of aggression, take measures to ensure the preservation of international peace and punish the aggressor.

The Security Council first determines Whether there has been a threat to international peace or a breach of it, or if what is considered an act of aggression has occurred, and in the light of that, he shall decide what measures to take.

These measures taken by the Security Council in implementation of the provisions of Chapter Seven, starting from temporary measures, then to the authority Taking executive decisions in the form of non-military or military measures.
