The relationship of the legislative authority with the executive authority has aspects totally different that of the relationship between the executive authority and the legislative authority.

What comes first in the question affects the meaning.

The Iraqi constitution states in Article that the federal authorities consist of the legislative authority, the executive authority, and the judiciary authority.

To exercise their duties and powers, these authorities depend on the principle of separating between their powers.

However, in reviewing their functions in the Constitution, it is found that there are a lot of shared functions among these federal authorities and which can not be fulfilled by any authority a lone.

This can clearly indicate the true understanding of the principle of separation between the powers of the three authorities in the Iraqi Constitution in particular can not limit or be in contrast with their joint cooperation of together.
