Since the social life of any society is constantly changing and evolving, influenced by many external and internal factors, it is necessary to express this pattern of change and keep it up with legal tools and structures that control the rhythm of life.

The idea of reform to reflect a developmental process that seeks to address the exit and move from an undesirable situation to a better state through the development of constitutional provisions and addressed in a way that can be useful in strengthening the capabilities of the state and improve the effectiveness of its institutions.

However, any attempt to reform the Constitution does not abide by the material measures aimed at amending the Constitution and developing the effectiveness of the political system, but beyond that to be an area to accommodate a set of requirements and real and future material and moral data in order to create the atmosphere to ensure harmony and complementarity between the constitutional document and the dynamism of creative reality in various fields.

What progress requires a statement of what these requirements? And the degree of its impact on the pattern of constitutional reform and the extent and ability to achieve its objectives? And the availability of these requirements to reform the constitution of a country aspiring to rise amid a crisis environment such as Iraq? Let's answer these questions to The hypothesis is that "the requirements of constitutional reform in Iraq vary and their effect in creating the climate of reform and paving the way for reform, but in spite of their differences and the ability to provide them, they are integrated in their entirety to formulate the desired constitutional reform plan without having the opportunity to overthrow or exclude an element of this system.
