Abstract EN

The purpose of this research is to find out the availability of the requirements for the application of e - management in the Palestinian municipalities from the perspectives of their employees.

The descriptive analytical method and a questionnaire, as a tool for data collection, were used.

The research sample consisted of 131 administrative staff from the municipalities of Qalqilya governorate.

The total study population was 181.

The sample constituted 72% of the research community.

The results of the field study indicated that the responses of the members of the research sample towards the degree of availability of electronic management requirements in the Palestinian municipalities from the perspectives of their employees were medium (availability of administrative and organizational requirements) with an average response of 3.3978.

The responses were high in other dimensions (availability of financial resources, availability technical potential, availability of human potential with an average response of 3.4473, 3.8721 and 3.5216 respectively.

The overall average response was somewhat high in terms of the total score (3.5597).

The results also showed that the responses towards the obstacles to the implementation of e - management in the Palestinian municipalities from the perspectives of their employees were moderate in all dimensions (administrative, technical, human, financial, and legislative) , with an average response of 3.2935, 3.1517, 3.3402, 3.2574, 3.2576 respectively.

The responses to the degree of availability of mechanisms to overcome the impediments of applying e - management in the Palestinian municipalities from the perspectives of their employees were high in the dimension of legal controls, with an average response of 4.107.

On the other hand, responses were high in the other two dimensions (staff development, Reengineering related to electronic programs with an average response of 4.313, 4.229, respectively and the average response to the total score is very high in terms of total score (4.230).

Among the most important recommendations of the research are; the need to increase the interest of the Palestinian municipalities in enhancing the requirements of implementing electronic management; paying more attention to the administrative and organizational requirements through analyzing the existing situation; setting a strategic timeframe to implement the electronic management therein; engaging workers in setting goals and programs related to electronic management; and the higher departments in the municipalities should use the assistance of consultants and experts to provide advice in the field of electronic management.

The study also recommended eliminating the obstacles to the application of electronic management in Palestinian municipalities, through resorting to the proper planning for a smooth transition process towards electronic management, the formulation of a procedural guide on the use of electronic management, and issuing legislations and laws regulating the implementation of electronic management in the municipalities.
