Abstract EN

This study deals with the issue of the legal status of employees under Cabinet Resolution No.

315 of 2019, which represents an important paradigm shift in the civil service by restricting the job categories and the set of rights and privileges granted to employees on permanent and temporary owners and converting all daily procedures into contracts to ensure their enjoyment of the rights recognized by them.

Service and employment laws in accordance with administrative procedures carried out by the concerned authorities in ministries and bodies not associated with a ministry, provided that this decision includes legal and judicial guarantees for its optimal implementation.

The discussion in its conclusion also included a set of conclusions reached and some proposals that we believe contribute to the handlers of obstacles and problems in Resolution.
