Iraq's external political discourse after 2003 was influenced by regional and international determinants and variables, a political power that affected its effectiveness and was weak in terms of the strengths and capabilities of the Iraqi state, which enabled regional and international parties to exert foreign policies that influenced the effectiveness of Iraqi foreign policy.

In the sense that as long as foreign policy is a reflection of the unstable internal situation, the effectiveness of foreign policy is weak, offset by a noticeable increase in the external action of the regional and international parties, which will become restricted and specific actions of external behavior in one way or another
