The Iraqi Council of Representatives represents the legislative authority in the country, according to what was approved by the Constitution of the Iraqi 2005, meaning that there are a set of procedures defined by the constitution in terms of both form and subject matter that must be available in the legislature to be valid and enforceable legislation issued, since there are controls It is supposed to be observed by a higher party than it, which is the constituent authority, which established the constitution.

The legislative authority, although it represents the people, can deviate from the seriousness of what is required of it in the constitution and the legal principles adopted, and therefore the legislative authority is not free.

In legislation, whatever the law requires, it is rather restricted in terms of form and subject to the spirit of the constitution and the principles it adopts, as well as the deviations that occur from members of the legislative authority.
