The powers of the Security Council have evolved over time as the United Nations executive arm for international peace and security, and before that the international community was not without peremptory norms that the international community respected; because it translates the higher interests of this society into a kind of international public order.

And with the increasing renewed dangers of international peace and security; And the necessity of confronting them by the Security Council, the Council was compelled to bypass the frameworks that surrounded those peremptory rules in order to achieve the goals stipulated in the Charter.

These contradictions have raised the problem of an international public order whose rules cannot be overlooked, at atime when, under the Charter, the Security Council is armed with fully open powers without any oversight authority; This imposes the necessity of reviewing the concept of those rules, which were not decided by the bodies of the international community nor the rules of international agreements.

The Security Council has emerged as a top international legislator, without commenting on its decisions.
