International terrorism crimes are among the most dangerous international crimes that threaten and endanger international peace and security, as states cannot face them individually, so it is necessary to coordinate and activate all international efforts aimed at achieving international cooperation among members of the international community in order to confront and combat these crimes.

International and regional organizations have realized this, and many efforts have been made within the framework of those organizations to prevent and combat international terrorism crimes.

Therefore, efforts to combat international terrorism were not limited to international organizations only, but also extended to regional organizations that focused their attention on combating this phenomenon.

The regional level witnessed the conclusion of a number of conventions dealing with combating terrorism, starting with the European continent, The European Convention on Combating Terrorism was concluded in Strasbourg on January 27, 1977, as well as within the framework of the League of Arab States.

It concluded the Arab Convention on Combating Terrorism and on April 22, 1998.
