Abstract EN

This study seeks to stand at one of the most prominent reports of the Ottoman embassy in Europe, particularly Abderrahim Mouhib Effendi.

He was sent by Sultan Selim III to France between 1806-1811 within the framework of the Ottoman Empire’s adoption of the resident ambassador in order to understand What was happening in Europe.

This research aims to know the context of sending this ambassador in particular and his most important observations in Paris with a view to describing the effects of western civilization on the Ottoman elite.

This step was an essential element in formulating reform and modernization projects in the Ottoman state during the period of Tanzimat, especially since these embassy reports gave an accurate description of the French achievements in Military, scientific, technical and urban fields.
