Abstract EN

This study is based on the theoretical framework of the concept of institutional engineering in political systems and its role in achieving political stability in the countries that have undergone a democratic transition, especially those countries which are witnessing social divisions in their structure and need a special type in their institutional construction on the basis that democratic rules fit homogenous societies.

However, the divided societies that undergone social cleavages should be subject to the rules of power sharing, proportional representation, and governance through the formation of major coalitions and the achievement of class autonomy through federalism among the major rules identified by Arend Lejphart in his writings on consensual democracy in multiple societies.

This study concludes that the achievement of political and social stability in countries with multiple societal structures is based on consensus-based institutional engineering, under the concept of consensual democracy, which becomes a form of exercise of power in states with ethnic, racial, linguistic or religious distinctions and that are also experiencing weakness in national unity and frequent political crises.
