One of the most important features and advantages of Saudi foreign policy is that it is not multilateral.

The file of foreign policy in the hands of the king, his ministers and senior princes of the royal family (the influential) and their instruments is the Ministry of Foreign Affairs, if there was an intersection in the trends the final word will be of the king.

Since the emergence of the two countries as two countries, Saudi foreign policy toward Iraq has gone through five basic stages, which can be classified as follows the policy of "warm and fluctuating relations" in the period (1926-1975), the policy of "positive openness" (1975-1990), the policy of "estrangement and hostility " (1990- 2003), and "lingering and watching " policy ,sometimes with tension 2003-2015), thereafter the policy of "serious openness" has come for the time being.

There was a radical change in the Saudi foreign policy towards Iraq in 2015.

The role of the Saudi embassy in Baghdad was activated, as well as the possibility of mutual visits at the highest levels, besides some donations and joint economic projects.
