The rentier economy is a hindrance to good governance, as it is linked to an economy that depends on state activity, which in turn depends on the oil sector and the political authority's direct control over it, as the dominance of the ruling elite over the oil sector in all its operations (exploration, extraction, and sale of crude oil) pushes society to dependence on the public sector, and this leads to converting expenditures into a channel for pumping national income, and here the state’s need to impose taxes diminishes, which is an important axis for the citizen’s contribution mainly in decision-making by providing the state with revenues, so the process of building the state and good governance depends mainly on participating in the formation of governments and policies and not only confined to universal suffrage, so the state that dominates economic rent has become far from having a real contribution to building it by society and investment activity for the private sector, and thi poses major challenges to political and economic stability as well as opportunities for sustainable development.
